Asks whether to disable TTS even though it was never installed

The launcher asks you whether you want to delete TTS even though it was never installed.

steps to reproduce:

1. open the launcher for the first time
2. don't download TTS
3. close and reopen launcher

Just looked at the source, i think it might be that OnTTSChange gets called on startup here even though the TTS hasn't actually changed?
