L3-Fast logging interface improvements.

In some perf u-benchmarking runs, we are not seeing the gains as are expected to be realized with L3-fast-logging.

Logging a placeholder issue to register a remark by @gregthelaw that he has in mind some teeny optimization to improve L3-fast logging interface.

Greg will fill out the details to take the issue forward to resolution.
