Formatter not working #2

I see the issue right before mine and I downloaded Microsoft Visual C++ 2010 SP1 Redistributable Package (x64) as others have said worked for them, restarted computer, tried everything- still greyed out. Any clues? I'm on Windows and I'm out of ideas.
