[BUG]Can't initialize tabbyAPI with Python 3.12

Describe the bug

When I use start.bat initialize tabbyAPI it showed this error.

Reproduction steps

1.Clone the project
2.Enter the project Folder
3.Run the start.bat

Expected behavior

initialize tabbyAPI and start web server.
