Description
when a hero block is created under a page but it does not contain any data and we updated it in block order, then an error was thrown while trying previewing.

Some suggestions to deal with the scenario,
- We shall be restricting the user to update block order if the content for the block is not available.
- When we uncheck all blocks in the Order Blocks section, the page shall be updated with no blocks.
- Instead, we could restrict the preview if blocks have no contents.
