Run-time-manager is not rebuilt when go code is modified on Tilt #607

Problem
Run-time-manager is not rebuilt when go code is updated in the following files.
- ./cmd/rcm/main.go
- all go files under ./internal
Expected behavior
Run-time-manager should be rebuilt when go code is updated.
