Add SKILL.md for AI Agents

AI Agents can use SKILL.md for tasks (creating PDFs / Canvas) and it would be useful if we defined one for using sigmf-python.

See anthropic's repo with several good examples. I think we could have it generated automatically in docs/ but we can think about best way forward.

If anyone has ideas for tasks/prompts that could be used as success criteria for this SKILL.md feel free to share. Some that I was thinking of:

1. Create a spectrogram of the first 1M samples in the following local SigMF recording, label axis correctly based on the signals sample rate and center frequency
2. Generate a synthetic signal that includes a QPSK signal with RRC pulse shaping, 4 samples per symbol, rolloff of 0.3, add AWGN with SNR of 3 dB, 1 MHz sample rate, and then save it as a SigMF recording with the center frequency set to 915 MHz.
3. Turn these four local SigMF recordings into a single SigMF archive
