Unchecking the box in the quick menu deletes the rule. This isn't always desirable, especially when the rule consists of a complex regular expression and re-adding it is a real pain. I constantly encounter this checkbox being accidentally unchecked for a specific rule when switching servers. It's also sometimes convenient to be able to disable/enable a specific rule without having to go to the full settings page.
My suggestion is to add a "Protect from deletion" checkbox when adding a rule, so that such rules are disabled instead of deleted when unchecked in Quick Settings. Or, alternatively, add a drop-down list: "When unchecking a rule: delete it, disable it."
