Create a guidelines page

As discussed to have guidelines, I have created an initial draft.

We should discuss here in the comments about what belongs in the guidelines. And after finalization, we will push it to the webpage.

A couple of interesting situations:

1. Are we planning to introduce recording of talks (and possibly post them on YouTube)? If so, I assume the presenter holds the rights of their slides, but do they have a partial say in the recorded video?

2. Which license does the website and the assets hold?

@weirdsmiley Answering some of the questions:

Timings for the meetup: 10AM to 1PM (Can be extended to 2pm if needed to adjust more talks).

Full Presentation Duration: Let's keep the duration to 30 minutes including QnA . An estimated duration would be needed during the CFP submission in case any adjustments need to be made.

Lightning talks of up to 15 minutes (including QnA) are fine.

Presenter holds rights to their slides and we are not liable for any loss to presenter in any form by participating in Rust Delhi.

No plan to record talks for now. I want to encourage people to attend in-person and experience it IRL.
We can take photos for promotion, that's fine.

License for Logo: Unauthorized use not permitted. Explicit permission (written or via email) from Rust Delhi admins required.
License for Creative work hosted by rust delhi: CC BY (Attribution)
License for software/source code hosted by rust delhi: Apache 2.0 preferred, MIT can be used for simplicity.
