Spurious failures when downloading awscli from PyPI

We recently started seeing multiple network failures while downloading awscli from PyPI:

• Rollup of 13 pull requests #62960: log 1, log 2, log 3
• Update cargo #62914: log 1
• Update RLS and Rustfmt #62805: log 1

This issue tracks this kind of failure.
