Cutting a new 0.2.x release

Hello! I'm interested to incorporate #4747 into the standard library via rust-lang/rust#147572 so I wanted to ask here to request a new point release. I looked around and didn't see a more formal method of requesting/triggering a release so I wanted to ask here. If there's a different channel I should be going through please let me know and I'll happily close/follow that.

Ah sorry, this is waiting on me! I wanted to get the massive NetBSD patchset over the line but got a bit stuck and ran out of time. But I don't think there is any reason we couldn't do a release now, I'll get on that.

(There's no process so an issue is fine, or just pinging me on Zulip or on a PR)
