[ProjectHelper] spike: Checkif w can use base64 for AddCommand and Body

when adding a comment or changing body depends on the content we may have errors on the call due to quotes and powershell string management. Check if we can use base64 to send the content to avoid this erros the same way that we can use it on other apis
