Describe the bug

When testing with the TH tool, a Test Step Error is thrown: Failed parsing with error: Step using the "verification" key should either set "disabled: true" or "PICS: PICS_USER_PROMPT", causing the test to fail.

This looks like a script issue, so I'm transferring it to the script repo

Possible issue is in Test_TC_CNET_4_11.yaml — Steps 4 and 15 have a verification: key but their PICS condition does not include PICS_USER_PROMPT and they are not marked disabled: true.
The YAML runner requires one of these when a step uses verification:.
