How should GenerateDeltaDumpJob handle compacted uploads? #1548

Relates to #1541
Compacted uploads don't relate to files only marc records. How should compacted and obsolete uploads be handled by the GenerateDeltaDumpJob?
In #1544 we excluded compacted uploads from getting sent to the ExtractMarcRecordMetadataJob. But it's not clear whether ExtractMarcRecordMetadataJob should handle this instead.
