support passing `--uploaded-prior-to` for recent pips

pip 26.0 added support for --uploaded-prior-to. This is useful for reproducible testing, as another way to work around partial uploads to registries, and as a supply chain attack mitigation . I'd like to be able to pass it through to pip. Naively I think this could be grouped with the other "Resolver Options".

@cburroughs serious question: I agree Pex should support this generally, but are you asking for Pants specifically? I have hustled to add a lot of features for Pants specifically that have gone un-adopted. I'm more than beginning to resent the asymmetry in effort. Worse, if a "new Python backend" is in progress, will this be used at all in any scenario? This feature is already supported by UV (if the new Pants Python backend uses UV as a resolver / locker).

To take the last question first, I honestly don't know. The new backend could take any number of shapes. Or Astral -- having just been acquired -- could stop work on uv tomorrow and that is a whole different set of considerations.

I understand your frustration regarding Pants' adoption of features. I'm sure the lock sync/update work I was a part of is a notable contributor to that. I can add that I'm embarrassed and frustrated that I've been repeatedly thwarted by cli argument parsing of all things to get a full integration I found satisfactory. (An MVP of exposing sync did land recently FWIW pantsbuild/pants#23158) I suspect you are also thinking of the half dozen or so alternative ways to have uv generate lockfiles that you have added, and I am aware you have recently unblocked pantsbuild/pants#21177. You are certainly not responsible for tracking Pants development, but if you have an annoyance-to-you ranked list of other features off the top of your head I can at least listen.

For this specific issue, I know that I have a need for it, and yes it would be through Pants. I've assigned this issue to myself and will try to get something up this week. I admit I'm unsure if writing or reviewing is going to be less work for you, but I hope that at least feels more symmetric.

That's execellent! Perfect. I just jump on issues as a rule and try to work towards inbox-0 in that end (down to 53 issues prior to this and want to get all non-me-filed issues eliminated as the steady state). If you self-tackle, then I can not fret about this one and continue on my quests.
