Enhance phd test VM image

We want a way to provide the phd tests with a custom VM image that contains tools that phd tests expect to be available to run.
An alternative approach discussed in the hypervisor huddle would be to provide a toolset image that could be passed in via an extra disk to the phd runner VM.
