pre-ceremony updates

We're organizing another prod ceremony in https://github.com/oxidecomputer/evidence-room/issues/172 and https://github.com/oxidecomputer/evidence-room/issues/173. Before this ceremony we need to take a pass over dependencies for OKS & update as many as we can given the constraints from OKOS / https://github.com/oxidecomputer/offline-keystore-os/issues/45.
