Description
Allow segmented full disk sequences to be generated after a timeout even if not all segments are present-
Occasionally HRIT will deliver 15/16 segments of a GOES-16 full disk. Goesdump currently does not attempt to generate the image in this scenario. This incomplete image could still be generated with black or white bars filling in for the missing LRITs after a timeout. The timeout would be longer than the normal amount of time we expect to receive all 16 segments of a full disk.
