Remove or update link to CAB meeting minutes

Meeting minutes were recorded on a web page until Nov 2022. More recently, they have been recorded in rolling Google docs: https://docs.google.com/document/d/1GY4pglXyB5QXez4CYzr3NA6oWxBmc45NJHSP79Ek6BY/edit?usp=sharing. If we want to continue to make these minutes accessible from the website, we should add a link to the Google doc. Alternatively, we could remove this link, as it's not clear that it's providing value.
