Scandisk keeps popping up everytime

What happened?

I'm trying to get a low end to run windows 98 and I keep on getting the scandisk screen
everytime I moved my mouse or keyboard it just goes to that screen its kinda annoying is there any fix for it or smth?

So I reinstalled as well I been trying to install it for like an hour as well
when I power it on I am meeted by the scandisk screen and I skip it and it still does it and I wait for it. it does it again. btw sorry for my terrible grammer.

btw this project is awesome two.

I disabled scandisk in the msdos.sys from command prompt and it still not working likely its a
keyboard and mouse issue.

it was a windows 8.1 pc with a Intel I1900 processor, Intel HD Graphics, 1TB Hard Drive, 4GB DDR3 Memory, DVD-Super Multi drive, Card Reader, Integrated LAN 10/100/1000 (Its from the acer aspire models)

Can you give me the model number of the hard disk please

I think it was a Seagate Desktop HDD (ST1000DM003)
