OpenSSL plans to ship a new major release during 2026. First alpha release is already available ([source](https://github.com/openssl/openssl/releases/tag/openssl-4.0.0-alpha1)). The OpenSSL backend only supports OpenSSL 1 and 3. We should extend it to also support OpenSSL 4.
