Implementation of data loader and validation ( issue #20 )

Hi @jonbrenas and @tristanpwdennis ! I'm Japinder, a student interested in Gsoc Mosquito taxon classifier project. I've been going through the developer setup videos and have everything running locally now. I just submitted PR ( malariagen/gsoc-mosquito-taxon-classifier#21 ) to handle the data loading and validation for Issue (malariagen/gsoc-mosquito-taxon-classifier#20). I've implemented the TSV loading logic, added checks to ensure feature and label counts are consistent, and included a pytest suite to verify the implementation. Please let me know if you have any feedback or if there are specific adjustments you’d like me to make.
