Adding A layout - should be draggable

When we add any layout in editor( 1 columns/2 column etc) it's added to top of page but we can't place it anywhere else..
So if we already have full site done and we add layout it makes it look incomplete..

I see one way of placing layouts is using code editor, it would be nice if we can drag layouts like any other plugins/block..

Let me know if I am doing something wrong.
