Need new release to update Documenter version?

Hello. Do you need to do a new release for the Julia registry to pick up the changes to the documenter version? I don't quite understand how it's supposed to happen but the change hasn't got through yet and other packages are getting downgraded to older versions if I add this package to an environment.
