Is your feature request related to a problem? Please describe.
In Civ 2, Fundamentalism had a maximum science rate of 50%. If set any higher than that, excess science percentage would instead be used to produce gold. However, there's currently no mechanism to set this up in Fc21.

Describe the solution you'd like
Allow the Max_Rates effect type to take an OutputType to specify which rate should be capped, defaulting to all. Then add this cap for the Civ2 ruleset.
