What about the new version of the paper ?

The previous paper published by Schnorr was withdrawn, but another one has been published few months later, and is available here: https://eprint.iacr.org/2021/933.pdf
I think it has not attracted so much attention.
I cannot say whether it fixes stuff, or is only a new upload of the previous article, thus asking experts about it.
