Goal
Resolve remaining partial and blocked debug tasks from PR-119 CI failure (task-20260401-122115 status=partial). Similar to PR-98 cascade pattern, PR-119 spawned multiple follow-up tasks that are now stalled. Goal is to either complete the remediation or clearly document why the PR should be abandoned.
Success Criteria
- Inspect current state of PR-119 on GitHub (exists? merged? abandoned?)
- Review task-20260401-122115 and any follow-up tasks; classify each as: resolvable, requires external action, or should be closed
- For resolvable tasks: complete debugging or provide clear unblock note
- For blocked tasks: add explicit escalation with required human decision (merge/revert/close)
- All PR-119-related tasks moved to complete or closed with decision recorded
Constraints
- Do not force merge or revert without explicit PR context
- Leverage cascading-failure fixes from PR-98 RCA (task-20260408-150317) if applicable to PR-119
- If PR-119 has external dependencies, document them clearly for operator review
