Top Nav Menu Broken in Production

In the current deployed production app, there is no top-nav menu. On a mobile screen, this results in a menu button that does nothing and is confusing.

• If this is intentional (i.e. post-election change), then we should remove the hamburger/bars icon (i.e. on mobile when collapsed)
• If the menu items (privacy/sign in/learn more) should be there, then we should add them back.

The two screenshots show prod and a local dev version to illustrate the difference. I couldn't find anything in the current master branch that would result in the top nav menu items not showing.

That's an artifact of the app having been put on dry ice until the next deployment, and I'm going to guess that @dryan hacked it by hand when he converted the live app to a static website, which is why it's not in Github.
