Hi, I would like to check if the following is a typo? Or is it meant to be?

The double quotation marks before and after AS IS do not seem to be of the same family.

THIS SOFTWARE IS PROVIDED BY THE COPYRIGHT HOLDERS AND CONTRIBUTORS ``AS IS''

Can someone advise, please?
