"latest" rather than "last"? and I also wonder if this could not be treated as a statistical modifier on the whole variable rather than a constraint on the OoI? not sure...
i.e. we could have iop:Variable (Date of COVID-19 PCR test performed by a certified laboratory) hasStatisticalModifier= "latest" which for a time variable is similar to maximum?
but one could also have "COVID-19 PCR test" as the OoI constrained by "latest"

'Person' could also be 'individual' or something equivalent. This is really best decided based on what is most often seen in controlled vocabularies associated with this type of observations.
