Problem: Manager cannot mark `approved` PR as paid

enhance the submission object with the paid flag so we can filter Approved/Pending tabs and also display the paid submissions

We should track it by payment cycles instead.
We do payment once a month, so all PRs that are not closed within that month are not paid. Simple.

Problem: As a moderator, I want to see the list of Approved PRs during the previous month (only).

Currently, the Approved tab displays all the PR since the start of the application
