Recitation filters for contracts by Government citations

Hi I am processing contracts with Gemini 3 flash and 3.1 pro and I am getting RECITATION finish reasons for extracting contract content on documents. This is a very stringent filter and shuts down a lot of legal tech use cases such as extraction.

I kindly request these filters to be removed, specially from .gov sources and boilerplate language.
