Cleanup action options

Once we can ship a new major the action, we should cleanup the options for the action.

Moved this out of the v3 milestone because

• we need to add telemetry to all options and observe usage over a longer period
• we need to mark options we want to remove deprecated and give users enough lead time to react to ti
