Topics parser should ignore and flatten empty values

Toptics with no content are currently being parsed as empty values. These should be filtered on parsing and should not be included in the final parsed topics list. Additionally, empty topics within the topics tags some > > > topic should be flattened to act as only a single topic level, filtering the empty values.
