Some additional encodings for FontLab #1

@kateliev @twardoch I suggest to add to this repository or to another new repository some encoding files, which can be downloaded and used by typedesigners in their everyday work. For example I prepared for my students an encoding called "Basic Latin and Basic Cyrillic", which included codepoints for ASCII Latin and main glyphs of Cyrillic default plus codepoints for the new Bulgarian Cyrillic (through suffix .loclBGR). It is very useful when someone starts a new Cyrillic font.
