rfc47: flux-code-of-conduct-contacts team not visible to people not in flux-framework organization

Unfortunately it appears that "teams" are only visible to people who are themselves members of the umbrella organization; when I currently try and access the link at https://github.com/orgs/flux-framework/teams/flux-code-of-conduct-contacts I get a GitHub 404 page.

I'm not sure if there's a way to make a team publicly visible, otherwise it might require a different solution for maintaining an accessible list of contacts.

Thanks for the heads up @sam-maloney! OK, plan B needed here. I guess the requirements are:

• We want to avoid listing people in multiple semi-static documents which tend to go stale.

• IMHO, people should be able to manage their own preferred contact info (email, slack, discord, etc) and we just point to that person's list. Github identities are nice for that since we're all already here.

• @vsoch pointed out that in feat: code of conduct #480 that code of conduct contacts should not be anonymized.

Ideas welcome!

I'm hoping that maybe github discussions, perhaps at the flux-framework org level, could work for non-private communications?

I'm not sure that I see a list of maintainers, so it might not give us anything. If there is a means for someone to post an issue / question for the project it would, however, go to that list. It wouldn't work for CoC without the contacts.
