Mixin refmap ends up with a bad name

On jar fuse modid.refmap.json from the fabric jar ends up named fabric-fabric-modid.refmap.json instead of fabric-modid.refmap.json how the mixin config points to "refmap": "fabric-modid.refmap.json".
