Plant potion effect doesn't plan water artichoke seeds

When you use planting potion (http://ftb.gamepedia.com/Planting) on water artichoke seeds near water, these seeds don't get planted.
This is because planting effect fails to consider some seeds could be planted also on water - one of Witchery's own ;-)
