Move debian publishing from d.eclipse.org to new nexus 3 infrastructure

### Describe the feature

Recently I collaborated with Eclipse Ankaios team on how we publish debian packages for eclipse-zenoh. As a result, they requested a similar setup for the Eclipse team. See https://gitlab.eclipse.org/eclipsefdn/helpdesk/-/issues/7250, and the advice from the infra team is to move to Nexus 3 infrastructure. Once the migration is done, this can be done.
