SQL persistence layer

Currently, data flows and control plane information are only stored in-memory. We should provide SQL-based implementations for the store classes to provide the possibility to configure a database for the dataplane. Out-of-the-box, PostgreSQL would be supported, with the option to also implement the store for other databases.
