This is more in regards to the users' custom shortcuts. There may be cases where the user would want to have their own toggle-able command to turn something "on" and "off". Currently npp.AddShortcut() just executes a function.

I had a need for this at one point and jotted this down but never actually ended up needing it myself so I never implemented it.
