Featured packages in the cover page

Right now we do visualize some packages as featured (bigger and more detailed boxes) at the top.

But they are not controlled, and rather shown last ones which have been published recently. We need to have a way for featured packages:

- establish easy to maintain list (in yaml?);
- establish list for package logos to be shown (hardcoded elsewhere, or published as package attribute?)
