[Chapter Request] Parent Chapter for Cloud Native Ecuador #676
Description
Following the guidance from the CNCF Community team, we are requesting the creation of the Cloud Native Ecuador parent chapter. This will serve as an umbrella for the Quito, Guayaquil, and Cuenca chapters, enabling the use of the co-host feature for nationwide events.
