Only two project levels available from menu

When creating issue there are only two levels of project to choose from: top level project and it's subprojects.
Is it possible to add unlimited nested project menu?

3rd and 4th level deeply nested projects are correctly listed on my environment. The problem you saw looks to be caused by something other reasons.
