Allow settings to be configured outside of the main script

I want to figure out way to allow a mission designer to have a GCICAP.lua file that doesn't need to be changed to be customized. To do this, the mission designer would populate the configuration variables in a "DO SCRIPT" block before loading the GCICAP.lua file.
