DD0150: Missing expected Standard

Think P21 just expects the standards' OIDs to start with "STD.xxx".
Currently it's "ST.xxx".
We can either change it to "STD" (since it's currently what is set as example in Define-XML Specification), or just ignore and leave it, since there are no rules really on how you name OIDs.

@sherry-chou I exported from P21 a Define.xml from existing specification and indeed the OID for standards started with "STD". I updated the Define.xml and changed "STD" to "ST" and re-imported the Define.xml into P21 and it worked. I don't think P21 expects the OID for standards to start with "STD". I can update to "STD" as this is not controlled by the Define-JSON model.
