Packages from universe should be dropped or moved to main

Currentrly there are packages from universe included in core-base:

gnutls-bin
libengine-pkcs11-openssl
libnss-extrausers
libopts25
opensc
plymouth-label-ft
gdbserver
systemd-bootchart

These need to be either dropped or included in main pocket following the MIR process.
