New decoder errors -- Updated

The updated B0 GMSK detector appears to have some errors. For example, the sample rate in the low pass filter should be 40K not 48K. Further, other variables are now different from the (updated) B1 detector. At my QTH, using the updated B0 version here give decoding errors, e.g., **** Warning: New frame attemption before end of frame!

Changing eb0_threshold, pll_loop_bw to be the same as currently in B1 (3, 16), as well as fixing the sample rate noted above, resolves the problem in my installation when using https://charon.camras.nl/public/dslwp-b/ test files.

UPDATE - For the 29Nov18 500 bps test, eb0_threshold, pll_loop_bw as 3, 16 did not work for 500bps 0.25 coherent decoding.
Adjusting both B0 and B1 to the new parameters of -4, 8 worked! Also, be sure to verify the socket pdu port values as 60063 and 60064 for B0 and B1, respectively. Glad it now working with new parameters!
