[Feature Request]: A standard Py4J gateway

What would you like to happen?

We can create a new technology plugin called py4j using Py4J
We should be able to run a Gateway using ccommand hop python with some port options.
We should have a pyhop pip package that Python developers can use to

• Create and configure pipeline and workflow metadata
• Create and configure transforms and actions
• CRUD Hop metadata
• Execute and evaluate pipelines and workflows

The interface could use the metadata injection interface and/or the standard Java interfaces that are available, as well as the Apache Hop SDK.
