What happened?

The PreCommit YAML Xlang Direct job hangs during the dependency installation phase when using Pip version 25.1. Downgrading to Pip 25.0.1 resolves the issue and allows the workflow to complete successfully.

Further investigation is needed to determine the root cause and identify a sustainable solution.
